Current Officers
FAPPO is governed by by four (4) officers, the Executive Board, with the full Board consisting of Committees and Past Presidents. FAPPO is also managed by the Executive Director. The current officers are listed below, who have a current term of July 1st, 2022 through June 30th, 2023.

President Mark Shuman, CPPO, CPPB
Mark has been in the procurement profession for the past 29 years with the last 12.5 years in public procurement. Currently he is the Purchasing Manager for Pinellas County Schools. Amongst his many duties as Manager, he is the P-Card Administrator for a purchasing program that currently has over 1000 purchasing cards. He obtained his Certified Public procurement Officer (CPPO) and Certified Public Buyer (CPPB) certifications. Mark has a Bachelor Degree in Business Management from Eckerd College.
Mark is a member of FAPPO, NIGP and the Tampa Bay NIGP Chapter. He has been a member of FAPPO for the past 10 years and also served on many committees in the past including: Trade Show, Audio visual, Sergeant at Arms and the CER Tuition Reimbursement Committee as a member of The Tampa Bay Chapter. Mark has served on the Trade Show and Reverse Trade Show Committees. Mark gained 2 years experience working on the Tampa Bay NIGP Chapter board as the Professional Development Chair.
Mark’s dedication to the continued growth and development of FAPPO and its members is exemplified through his volunteerism. His commitment to the School District and as a member of FAPPO and NIGP demonstrates his growth and professionalism as a member of the Public Procurement Community.
Mark is from Boston and currently lives in Palm Harbor, Florida with his wife and cat. Mark has numerous hobbies including an avid Boston sports fan. Mark and his Wife enjoy participating in Charity Classic car shows with their 69 Camaro and he is a member of the 300 club and currently bowls in two leagues.

Vice President Denise K. Finn, NIGP - CPP, CPPO, C.P.M., CPPB
Denise has over twenty-seven years of professional procurement experience in both the public and private sector, beginning her career as a raw materials buyer at ICI Superior Explosives in Northern Ontario Canada.
Although Denise spent most of her public procurement life in higher education at Yavapai College in Prescott Arizona and then the University of Kentucky in Lexington, KY the gulf shore of Florida kept calling. Denise and her family relocated to Florida in June of 2016 after she accepted the Purchasing Manager position with the Lee County Port Authority. Denise has spent the last four years of her career with the City of Fort Myers.
Denise has been an active participant in public procurement associations for over twenty years, having served on the board of both the National Purchasing Institute (NPI) and the National Association of Educational Procurement (NAEP), as well as serving on the UPPCC Board of Examiners for nine years. Denise is the current NIGP representative on the NCPPC and has been active with FAPPO since arriving in Florida. Denise served on and then chaired the Trade Show Committee and the Chair of the Networking Event.
Denise is excited to continue to serve FAPPO as a member of your Executive Board.

Treasurer Tammy G. Winton-Spearman
Tammy has worked with several public agencies as a procurement professional. She has proven myself to be a highly motivated contracts manager and negotiator with a comprehensive knowledge of and extensive experience with complex contract drafting and negotiations in public procurement; quickly mastering new roles, responsibilities, technologies and environments; reputation for high integrity, excellent problem-solving ability, strong work ethic and excellent analytical skills. Tammy obtained her CPPB in December 1999 and CPPO in May 2014 and strongly believes it is as important as ever to ensure the continuation of this professional organization to meet the needs of its members in the areas of training, leadership and support.
Tammy enjoys the procurement profession and volunteering her time in furthering the knowledge platform for her peers. Her service record demonstrates her desire to lead and positively impact the procurement profession. She is passionate about service and embrace mentoring through her advocacy and commitment to being a compassionate, thoughtful, active, and productive member of the procurement profession.
One of Tammy’s favorite quotes: "Try not to become a person of success but a person of value". It does not matter your position in society, how many rights or privileges you have, most important is to be someone who brings quality to society, who contributes their efforts, skills and knowledge to improve one's life and the lives of other people. This association brings so much value to our work. Tammy will strive to enhance the membership, education opportunities and promote what we do as a profession.
Tammy has been a FAPPO Member for many years and has been active with committees for the past as 10 years and is excited to serve FAPPO as Secretary.

Secretary Jennifer Hyde, NIGP-CPP, CPPO
Jennifer has been working in public procurement for 11 years and has been a member of both FAPPO and NIGP throughout that period. She earned her bachelor’s degree in Political Science from the University of Pittsburgh, and her master’s degree in Aeronautical Science from Embry-Riddle Aeronautical University. Jennifer has achieved both NIGP-CPP and CPPO certifications.
Jennifer is a proud Air Force veteran, having spent eight years in command and control of nuclear weapons (yes, she once had her “finger on the button”), and is a member of the Next Generation Veterans of Indian River County. Working in this zero error career field has taught her to quickly digest information and be decisive. She also worked for nearly 10 years for a consulting engineering firm, authoring and designing statements of qualifications and proposals, and planning staff and client appreciation events. This experience enables her to view procurements from the vendor’s perspective, to consider multiple goals and opinions in decisions, and to take the lead in planning various types of events.
Jennifer has been the Purchasing Manager for Indian River County for eight and a half years, during which time she has created a professional and positive work environment, and developed a dedicated and skilled team, in support of the Board of County Commissioners departments, as well as several of the other County constitutional offices.
Jennifer is excited about the opportunity to serve as Secretary, and contribute directly to FAPPO and its future, as she sees it as a vital organization for both the profession and the public.
Jennifer, her husband, and 12-year old twins live in Vero Beach, where she enjoys running, cooking, and listening to music.
