Current Officers
FAPPO is governed by four (4) officers, the Executive Board, with the full Board consisting of Committees and Past Presidents. FAPPO is also managed by the Executive Director. The current officers are listed below, who have a current term of July 1st, 2025 through June 30th, 2026.

President Jennifer Hyde, NIGP-CPP, CPPO, FCCM
Jennifer has been working in public procurement, and a member of both FAPPO and NIGP, for 14 years. She earned her bachelor’s degree in Political Science from the University of Pittsburgh, and her master’s degree in Aeronautical Science from Embry-Riddle Aeronautical University. Jen is also a proud Air Force veteran, having lived in Wyoming and Nebraska while working in command and control of nuclear weapons. Originally from Pennsylvania, she has lived in Florida for 23 years.
She has been the Procurement Manager for Indian River County for 12 years, in support of the Board of County Commissioners departments, as well as several of the other County constitutional offices.
Jen and her husband, Steve, live in Vero Beach with their 15-year old twins Joseph and Savannah. She enjoys cooking, roller coasters, the beach, live music, and spending time with friends at her favorite independent craft brewery.
Jen is very excited for the coming year and is grateful for the opportunity to serve FAPPO and its amazing members!

Vice President
Wanda Roop, MBA, CPPO, NIGP-CPP
Wanda is currently the Procurement Manager for the City of Cape Coral and has served in that position for the past 14 years. She started in 2007 with the City in Human Resources, later in the year accepted an assignment as the Lean Government Coordinator in the City Manager’s office and in 2011 accepted the Procurement Manager position in Finance.
Her career started in the private sector in retail, educator and later in manufacturing. In the manufacturing field, she worked in several departments including Purchasing, Cost Accounting, Logistic, Quality Control and Human Resources.
Wanda has a Master’s in Business Administration. She received a dual degree – Bachelor of Arts in Accounting and Bachelor of Arts in Business Administration from Saint Leo University. She is a Certified Public Procurement Officer (CPPO), a Florida Certified Contract Manager (FCCM) and is NIGP-CPP certified.
Wanda is actively involved in the local public procurement association, as a Past President of the Gulf Coast Association of Governmental Purchasing Officers (GCAGPO), her goal was for members to be able to network, have a forum to share information, benchmark, and opportunities for education. She is currently the Chair of the Legislative Committee for the Florida Association of Public Procurement Officials (FAPPO).
During the years that she has been part of FAPPO, she gained insight, worked with professional people, and seen how a group can shape a profession. She wants to continue to be part of that change and development. Be able to assist other in all our professional journeys. As an association we can bring changes to our profession in reference to processes, legislation, and technological innovation.
With her background and experiences, her goal is to be part of the change and growth of our great association, to take the membership to the next level by providing all tools necessary to develop, network and apply the information.

Treasurer Dean Mealy, NIGP-CPP, CPPO
Dean serves as the Town Procurement and Contract Manager for the Town of Palm Beach Florida and has served in this position since 2017. Dean is a graduate of Florida International University. Additionally, he holds a NIGP-CPP, CPPO and Six Sigma Black Belt Certification.
Dean currently serves as the Treasurer for the National Procurement Institute (NPI) and Treasurer for FAPPO.
Dean’s focus has been and continues to be, the focus on providing excellence in customer satisfaction as it relates to procurement experiences. To accomplish this end, Dean has focused on re-engineering staff’s approach to both simple and complicated procurement actions. Since he began with the Town in 2017, he has made Procurement and Contract Management a respected player within Town operations.
Dean has stressed education as the tool for both his staff, other procurement officials and those outside of the Procurement discipline to garner all that can be. He has instructed at past five FAPPO Meetings, the 2021 NIGP Forum and for NPI in 2022, 2023 and 2024. Dean also presented for GFOA at their 2024 Annual Conference and will be presenting again at the 2025 Annual Conference.
Dean worked to achieve the NPI Achievement in Purchasing in 2020, a first for the Town of Palm Beach. He and his team have achieved this success in 2022, 2023, 2024 and 2025. In addition, the team achieved the FAPPO 2023 Award for Excellence in Public Procurement. His agency also achieved this award for 2024 and 2025.
During his career, Dean has served as the Chief Purchasing Officer for the largest Public Utility located in the State of Florida, and as the Director of Administrative Services and Information Services for the City of New York.

President Tammy Spearman, CPPO, CPPB, FCCM
Tammy's belief in the importance of professional organizations is unwavering. She has proven herself as a highly motivated contracts manager and negotiator, with a comprehensive knowledge of and extensive experience in public procurement. Her reputation for high integrity, excellent problem-solving ability, strong work ethic, and excellent analytical skills is a testament to her commitment. Tammy obtained her CPPB in December 1999 and CPPO in May 2014, and she strongly believes in the continuation of this professional organization to meet its members' needs in training, leadership, and support.
Tammy's role as a mentor is invaluable. Her service record and volunteer work demonstrate her desire to lead and positively impact the procurement profession. She is passionate about service and embraces mentoring, advocating for a compassionate, thoughtful, active, and productive approach to the field. Her commitment to being a mentor is a testament to her dedication to the profession and her peers.
One of Tammy’s favorite quotes: "Try not to become a person of success but a person of value." It does not matter your position in society or how many rights or privileges you have; the most important is to be someone who brings quality to society, who contributes their efforts, skills, and knowledge to improve one's life and other people's lives. This association brings so much value to our work. Tammy will strive to enhance the membership and education opportunities and promote what we do as a profession.
Tammy has been a FAPPO Member for many years, has been active with committees for the past 15 years, and is excited to serve FAPPO as President.
