President Carrie Woodell, CPPO, CPPB, CFCM, C.P.M., FCPM |
Carrie has over 20 years of procurement experience in both the private and public sectors. She currently serves as the Purchasing & Contracts Administrator for Orange County. She has experience managing the procurement process including contract awards for commodities, services, construction and professional services.
Carrie has obtained several professional certifications including Certified Federal Contracts Manager (CFCM), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (C.P.M.) and Florida Certified Purchasing Manager (FCPM).
Carrie has served as both Vice President and President of the Central Florida Chapter of NIGP and currently serves as President of the Florida Association of Public Procurement Officials (FAPPO). She is currently serving on the NIGP Governance Committee and was named the 2012 NIGP Professional Manager of the Year.
Carrie has a Bachelor’s degree in Public Administration and a Graduate Certificate in Emergency Management from the University of Central Florida and is pursuing a Master’s degree in Public Administration. |

Vice President Cheryl Shanaberger, MPA, CPPO |
Cheryl Shanaberger is the Deputy Director of the Office of Management and Budget for the City of Port Saint Lucie. Cheryl, as Deputy Director since 1997, is responsible for the management of a current budget of $421 million and contract administration of $82 million. She is a graduate of Barry University with a degree in Public Administration and a Masters from Nova Southeastern University. In 1997 Cheryl was certified from the National Institute of Government Purchasing as a Certified Public Purchasing Officer.
Cheryl has been a FGFOA, Florida Association of Public Procurement Officials, Inc., NIGP and Treasure Coast NIGP, Treasure Coast FGFOA member for many years. She is a past president of the Treasure Coast NIGP and has served as committee chair for FGFOA. Cheryl has presented at the NIGP Forum and many other organizations. Cheryl also served on the Local Government Agency group for the ratification of the Bulgaria constitution in 1999. Cheryl has also presented on procurement and budgeting process to Brazil and Argentina government conferences.

Treasurer David A. Bennett, MBA, CPPO, FCPM, FCCN, FCCM, PMP® |
David is employed as the Category Manager for IT Hardware Contracts for the State of Florida Department of Management Services, Division of State Purchasing. He has served the State in various capacities for 15 years. As a member of State Purchasing, David has successfully negotiated many complex enterprise wide contracts and has served as the Project Manager for several multimillion dollar statewide implementation projects.
During his tenure, he has earned several professional certifications including Certified Public Purchasing Officer (CPPO), Florida Certified Contract Negotiator (FCCN), Florida Certified Purchasing Manager (FCPM) and Certified Project Management Professional (PMP).
David has been a member of the Florida Association of Public Procurement Officials, Inc. since 2005 and has served various roles during that time:

- Chairman Finance Committee
- State of Florida Purchasing Liaison
David has also served as the State of Florida liaison for the Southern region of the National Association of State Procurement Officials (NASPO) and is a current member of NIGP.
David earned a Master's Degree in Business Administration (MBA) from FSU in 1996, and a Bachelor’s Degree in Industrial Engineering (Concentration in Operations) from FSU in 1992.

Marian H. Pace, CPPO, CPPB, FCCM |
Marian Pace is the Procurement Manager for the City of Punta Gorda and is responsible for all aspects of the Procurement function. She is the primary negotiator for all contracts and administrates all procurement functions of the City, which includes construction and professional services. Marian has been with the City’s Procurement Division for 28 years where she began as the City courier in 1984 and has served in all positions within the Division.
Marian has been a member of FAPPO since 1991 and has served on various committees. Marian is a FAPPO Past President (2010) and served as an Officer from 2007 through 2010. She currently serves as Chair on the Procedural Oversight and Fall Workshop Committees in addition to Presidential Advisor to President Woodell.
Marian has achieved her Certified Public Procurement Official and Certified Professional Public Buyer certifications through the UPPCC and is certified through the State of Florida as a Florida Certified Contract Manager. She is a Past President of the NIGP’s 72nd Chapter Gulf Coast Association of Governmental Purchasing Officers. She also serves on the State of Florida’s Procurement Process Improvement Project (PPIP) local government group Florida Professionals for Public Procurement.
Marian has been speaking to government associations and private associations across the United States, which includes: Florida Association of Public Procurement Officials, Inc., Gulf Coast Association of Govt Purchasing Officers, National Institute of Governmental Purchasing, FGFOA and the State of Washington Purchasing Association about Disaster Preparedness and Recovery, Public Procurement, How to do Business with Government and Purchasing Card Programs.
